Listings can be stale, so a business with an empty website field may have a site Google does not know about. Search the business name before you pitch.
Listings are public business data, but outreach rules differ by country, such as CAN-SPAM in the US and GDPR in the EU and UK. Follow the rules where the business is, give people a way to opt out, and do not store personal phone numbers you do not need. This page shows no phone numbers for that reason.
